This incident caused the partial closure of the CTA tunnel and the Terminal 3 car park.

An additional two individuals are now in custody related to a theft at London's Heathrow Airport in which 21 people sustained injuries by a substance believed to be pepper spray, according to law enforcement.

A 24-year-old man, was arrested in the Lambeth area for suspected theft and assault and a woman, 23 was arrested on suspicion of conspiring to commit a robbery. Both individuals are still being held, the force said.

These detentions follow an investigation into an attack at the multi-level parking garage at Heathrow's Terminal 3 this past Sunday. Prior to the incident, a pair of female travelers had stolen from them their suitcases upon exiting a parking garage elevator.

A toddler aged three was among the injured during the incident. A total of five individuals were taken to the hospital for treatment and were later released.

Police detained a 31-year-old man for suspected theft and assault near the location. He was subsequently released pending further inquiries as the investigation proceeds.

Authorities were alerted at approximately 08:10 GMT following reports of several people hurt by a noxious substance thought to be an irritant spray.

The assault - an event that authorities stated was isolated and not being treated as terrorism - resulted in train delays and the temporary shutdown of the Central Terminal Area tunnel and the Terminal 3 car park briefly.
